Major Curtis Flowers

Major Curtis N. Flowers is the Commander of Jail Division I of the Department of Detention Services for the Hillsborough County Sheriff's Office in Tampa, Florida. He is responsible for the Orient Road Jail, Central Booking, Central Breath Testing, the Criminal Registration Unit, Electronic-GPS Monitoring and the Juvenile Assessment Center. All individuals arrested in Hillsborough County are processed and booked at the Orient Road Jail. The facility is recognized throughout the country as a benchmark for direct supervision jails.

Major Flowers is a graduate of Kentucky State University (BS), University of South Florida (Master in Business Administration), and the 38th Session of the Police Executive Research Forum-Senior Management Institute for Police. In addition, he is a graduate of the Southern Police Institute Command Officers Program and the United States Department of Justice National Institute of Corrections Leadership Program.

He has served long-time memberships in the American Correctional Association, American Jail Association and Florida Sheriffs Association. He is recognized as one of the first Certified Jail Managers in this county. In addition, he is a member of the Hillsborough County Board of County Commissioners’ Human Relations Board, the Florida Department of Law Enforcement Task Force, Police Community Relations, and the Public Safety Coordinating Council Alternative to Incarceration Committee.

Major Flowers speaks to civic groups, churches, schools, and community groups regarding Sheriff’s Office operations. He has been employed with the Hillsborough County Sheriff's Office for over twenty-five years.
