    • Operating a Bottle Club w/out Proper Zoning and Licensing

On December 09, 2011, HCSO Detectives with the Special Investigations Division along with Agents from Florida State Beverage concluded a six week investigation stemming from neighbor's complaints of a home being used as a swingers club located at 11326 Brightridge Drive in Seffner.

According to detectives, Steven Bowers and his wife Cynthia Bowers were the owner/operators of the swingers club while leasing the Seffner residence. Ricky Zabala and his wife Pamela Zabala who live in Orlando, were part time operators assisting the Bowers when they were away or needed a night off.

Detectives described the home as being completely converted to a sexual orientated swingers club. All three bedrooms of the home were lined wall to wall with beds and the living room was equipped with a dancing pole, a spanking table and large screen televisions playing adult pornographic films.

The Bowers and Zabalas were charging customers various fees to enter the business. Single male and females were charged various fees and couples were allowed to enter for free. In addition, detectives say anyone entering the house could bring their own bottle of alcohol and share with other occupants.

The business operated Wednesday through Sunday during the hours of 6:00 pm until early morning hours. While opened for business, detectives saw various amounts of people inside the club but have seen as many as fifty people in the club at one time.

    This investigation is continuing.
