    On January 29, 2011 at 3:38 a.m., HCSO received a 911 call indicating a man had been shot at the Waterford Apartment Complex located at 4733 W. Waters Ave in Tampa.

    When deputies arrived, they located Frank Taveras lying in the parking lot suffering from gunshot wounds. EMS transported Tavares to St Joseph Hospital where he later died.

    According to detectives, Frank Taveras and Prilys Cuello-Valdez first met earlier that evening in a restaurant parking lot where a large group of people had gathered. It is at this location where detectives believe the feud between the two men may have started. During this first confrontation shots were fired from someone in the crowd but apparently no one was injured and the crowd dispersed prior to the police arriving.

    At approx 3:38 p.m. both men met again, this time in the parking lot of the Waterford Apartment Complex when a second altercation occurred and at some point Prilys Cuello-Valdez allegedly shot Frank Taveras twice with a .25 caliber handgun. Detectives have recovered a firearm thought to be used in the offense. Cuell-Valdez was transported to the Hillsborough County Jail on $15,000 dollar bond an a "ICE" hold.
