On February 26, 2013 at approximately 2:30 p.m., School Security Officer, Cpl. N. Wilson was working in full uniform at North Tampa Alternative School, 8602 N. Armenia, in Tampa when she spotted student Ja' Quan Rogers on the adjacent property; Caminiti Exceptional Center School, 2600 West Humphrey Street in Tampa.

Cpl. Wilson made contact with Rogers and instructed him to return to school at which time Rogers shoved her. Cpl. Wilson grabbed Rogers to take him into custody and a struggled ensued. Cpl. Wilson attempted to gain control of Rogers who is 5'5", 150 pounds. During the struggle, Rogers began strangling Wilson to the point she nearly lost consciousness. Cpl. Wilson delivered several punches to Rogers causing him to release her and flee on foot.

A second school security officer, Officer W. Kelly saw that his partner, Cpl. Wilson, was struggling to control Rogers and ran to her aid. He began pursuing Rogers on foot and while during the foot pursuit, Rogers stopped and picked up a large basketball-sized rock and threatened to strike Kelly. Kelly drew his service weapon and ordered Rogers to drop the rock. Rogers dropped the rock and continued running towards the school grounds of Twin Lakes Elementary School at 8507 N. Habana Avenue in Tampa.

Hillsborough County Sheriff's Deputy K. Stabins was working a security detail at Twin Lakes Elementary School and spotted the foot pursuit. Deputy Stabins immediately began assisting the security officers and blocked Rogers from getting inside the Twin Lakes School building. The principal at Twin Lakes Elementary School immediately placed the school on lock down. Rogers continued running through the school grounds and jumped a fence back onto the property of Caminiti Exceptional Center and ran out into the surrounding neighborhood.

HCSO established a perimeter of the neighborhood and, while searching for Rogers, a HCSO deputy spotted Rogers attempting to break into the residence of 8513 N. Gomez Avenue. A deputy with his K9 also spotted Rogers and ordered him to stop as he began running, when Rogers refused, the dog was released. Rogers was attempting to climb over another fence continuing his escape efforts when the K9 bit Rogers once in the lower right leg. Rogers was then apprehended and arrested.
