On March 24, 2013 at approximately 5:34 p.m. a female complainant contacted 911 and stated that she found her son deceased inside of his residence. Deputies responded to the address of 1014 N. Parsons Avenue, #10, Seffner and found Joshua Deas, DOB: 3-20-89 and Kenneth Simmons, DOB: 11-11-78 deceased inside of the mobile home. The crime scene was secured and detectives responded in order to further the investigation. A court authorized search warrant was executed at the incident scene, which was searched and processed by crime scene investigators and Homicide detectives. The next of kin for both victims were notified. Dr. Mainland of the Medical Examiner's Office responded to the scene for a preliminary inspection of both victims. During her investigation, it appeared that both victims sustained severe trauma to their upper bodies. The injuries appeared to be caused by some type of edged and weighted instrument, such as small handled axe or hatchet. It was also determined that Kenneth Simmons' green 1998 Isuzu Rodeo and several other items of value were missing from the scene.
Homicide detectives continued the investigation, working around the clock to follow up on all available leads. Simmons' Isuzu Rodeo was located by HCSO District Two Patrol deputies in close proximity to the crime scene. Items belonging to Joshua Deas were located within the dumpster several feet from the Isuzu Rodeo. The investigation revealed that Charles Anthony Foster, DOB: 05-07-89 recently attempted to fraudulently cash a check from Simmons' checking account and withdraw funds from Joshua Deas' ATM debit card. Charles Foster was captured on store surveillance video driving Simmons' vehicle and pawning personal property belonging to Deas.
On March 26, 2013, Charles Foster was arrested at his residence, located at 703 Lindenview Lane, Seffner for Violation of Probation for False Information on Secondary Metals Recycler. He was booked into the Orient Road Jail at 1:45 a.m. At approximately 9:00 p.m. a court authorized search warrant was executed at Charles Foster residence (703 Lindenview Lane, Seffner) by HCSO homicide detectives.
After reviewing the facts of the case with the Hillsborough County State Attorney's Office, Charles Foster was charged with two counts of First Degree Murder and two counts of Robbery with a weapon. Charles Foster was incarcerated in the Falkenburg Road Jail on the unrelated Violation of Probation at the time the new charges were added.
The suspect, Charles Foster, was friends with both victims and frequently visited the residence.
