- Unlawful Possession of the Personal Identification Information (felony)
On October 3, 2013 Christian Russell was arrested for armed burglary of a dwelling, grand theft of a firearm and two other felony charges. Once arrested, detectives found a cell phone in Russell's possession.
During an examination of the cell phone's information, detectives located a photograph that showed five handwritten financial institution routing numbers and five account numbers. Further investigations revealed those accounts were funded by direct deposits with U.S. Treasury Checks.
On October 1, 2013 the Florida Legislature passed a law (Florida State Statute 817. 5685) that makes it unlawful for a person to intentionally or knowingly possess, without authorization, the personal identification information of another person in any form, including, but not limited to, mail, physical documents, identification cards, or information stored in digital form.
For the first time since the law took effect, Russell is the first person in Hillsborough County to be charged with Unlawful Possession of the Personal Identification Information. Russell has an extensive history of prior felony arrest.
