On November 20, 2013, detectives in the HCSO Special Investigation Division, Tactical Intelligence Team - Delta Unit, located and apprehend fugitive Randall Simmons.
It was Simmons' .25 caliber handgun that accidentally discharged after Simmons left the gun in a vehicle he was riding in and his 4-year-old nephew picked up the gun and shot his aunt in the back on October 21, 2013.
This specialized squad of HCSO detectives that focuses on high priority offenders, received information on Simmons locations. Detectives quickly spotted Simmons leaving in a vehicle driven by his sister and her 4-year-old son who was the same child involved in the accidental discharge of a firearm on October 21.
Not knowing if Simmons may be armed again, detectives set up a mobile surveillance of Simmons while he traveled in the vehicle.
Detective's maintained surveillance on the vehicle until it parked at the Florida Department of Corrections Probation Office located at 12421 N. Florida Avenue in Tampa.
Simmons’ sister went inside the Probation Office to meet with her probation officer while Simmons and the child waited in the car. While the sister was inside the probation office, detectives could see that Simmons and another adult male were casually seated in the parked vehicle along with the 4-year-old child and another small child.
Plain clothes detectives quietly approached the vehicle and without causing any suspicions, they were able to rapidly take Simmons into custody eliminating any opportunities for a violent confrontation.
The two children were safely removed from the vehicle as was the second adult male who was later identified as Donte Beasley.
Beasley was arrested on an active warrant for Violation of Probation - Petit Theft and for possession of marijuana found in his pockets after he was arrested for the warrant charge.
A possession of marijuana charge was also added to Simmons after marijuana was found in his pockets at the time of his arrest.
Simmons and Beasley were transported and booked into the Orient Road Jail. Simmons remains in jail with no bond.
Simmons’ sister and the two children were released at the scene. She was not charged with any criminal offense pending further investigation.
