Between 05/01/2012 and 12/05/2013, Keith Lucas called the Hillsborough County Sheriff's Office non-emergency line a total of 2,927 times. Lucas would call to complain that he was not satisfied how he was treated in the past by HCSO and would use vulgar language and belittle the dispatchers. The calls would continue until he hangs up or until the dispatchers would hang up after determining there was no need for police or medical assistance. Lucas would often call back multiple times one after another and often would just ramble or continue to be abusive.
As a result of the abuse from Lukas, HCSO direct filed a complaint with the Hillsborough County State Attorney's Office for Repeated Harassing Phone Calls.
On February 25, 2014, Lukas plead "no-contest" in Hillsborough County Court and was sentenced to probation with a condition of his probation that he cannot contact the Hillsborough County Sheriff's Office unless he has a legitimate need for law enforcement or medical services.
