On March 18, 2014 just before 3 a.m., the victim was sitting in her disabled vehicle waiting for a tow truck in the Walgreens parking lot at Bloomingdale Avenue and Bell Shoals Road when Thomas Foss walked up to her vehicle and tried to open her car door. While trying to get inside the victim's car, Foss began using sexually explicit language threatening to rape the victim while he sexually exposed himself.
The victim began screaming, grabbed her phone and told Foss she was "calling her husband and the cops". Foss fled and was last seen as he drove away in a red in color 1996 Dodge Ram 1500 pick up truck.
Responding deputies began searching the area and quickly spotted Foss' pick up truck parked at the gas pumps at the Hess Gas Station at Bloomingdale Ave and Lithia Pinecrest Road. When deputies entered the store, they found the lone female clerk walking with Foss as they were heading towards the store entrance.
The clerk stated that Foss asked her if she would show him how to use the water outside and help him with his truck that he said was parked behind the store. Foss was arrested without incident and is currently being held in the Hillsborough County Jail with no bond.
HCSO detectives are currently looking at three other cases that occurred this week where women reported an individual matching Foss and driving a red pick up truck followed them around and at times asked if they would engage in sexual acts. Detectives are also working closely with the USF Police Department who is currently investigating a similar case.
Thomas Foss has multiple prior criminal arrests in Hillsborough County including a prior case with the Tampa Police Department in February 2013 when Foss was arrested for exposure of sexual organs to an adult female in that incident.
Detectives believe there's a possibility that other victims may exist and are asking that anyone who may be a victim of Foss or who may have any knowledge of his illicit activity to please contact the Sheriff's Office at 813-247-8200.
