Deputies Investigating Homicide
Two victims were shot.

Black male, 6'2”, 160 – 170 lbs., short beard, wearing a red and black baseball cap, red tank top or Jersey type shirt, blue or black shorts and riding a bicycle.
On September 5, 2016 at approximately 8:50 pm, at 2148 136st Avenue East, ShotSpotter detection reported 6 rounds. At approximately 8:51 pm, a report of subject with gunshot wounds was reported within the same area at 13601 N. 21 Street, apt. 102. Matthew Wissmann was located deceased on scene and had sustained at least one gun shot wound to the upper body. The second victim, Carlos Taylor also sustained at least one gun shot wound and was transported to Tampa General Hospital with non life threatening injuries.
According to the victim, he was sitting outside with Wissmann when they were approached by a black male suspect that is known to him. They got into an argument and the suspect left and later returned and fired shots at both victims. It is believed that the incident is possibly drug related.
