The man was arrested in January for recording a detective in a separate incident.
Update February 14, 2017:
On February 13, 2017, James McEwen turned himself in at the jail in connection with an incident that occurred in December of 2016. On December 27, 2016 McEwen took photographs with his cell phone of the 19-year-old female victim while she was in the women's restroom at Michael's Craft Store located at 2564 Brandon Blvd. West in Brandon. Based on the investigation, an arrest warrant was obtained and McEwen turned himself in and he is charged with Video Voyeurism.

Just after 2 pm, on January 4, 2017, a plain clothes female detective observed James McEwen enter the women's restroom at the Publix located at 3863 S Hwy 301 in Riverview, FL. The detective also entered the restroom and entered an individual stall and locked it behind her. While in the stall, the detective noticed the shadow of a person holding a phone, whom appeared to be video recording her from within a stall next to her.
The detective utilized her own surveillance equipment and confirmed that McEwen was video recording her attempt to use the restroom. The detective exited the stall and arrested McEwen without incident. Post arrest, McEwen stated he took video of her while she was in the restroom and knew he did not have permission to video record her.
Detectives have seized McEwen's cell phone and will execute a search warrant to determine if there are any other victims of McEwen's illegal video voyeurism. The surveillance video is currently being reviewed by the State Attorney's Office and is not available for release at this time.
