Homicide-Negligent Manslaughter/Aggravated Neglect Elderly Disabled Adult
On January 6, 2017, at approximately 8:17 pm, Hillsborough County Sheriff's deputies responded to 706 - 51 Street South, Tampa in response to a 911 call. The defendant, Harold Allen relayed that his wife, Karen Allen was dead. Upon arrival, deputies observed the decedent appeared extremely underweight and emaciated.
There were wounds observed above the decedent's right eye, right side of the neck and around the lips. Deputies arrived at the incident scene and made contact with the defendant. The defendant stated he and the victim were husband and wife and they live together at 706 - 51 Street South. He indicated they live alone and there are no other occupants in the residence. The defendant further stated the victim was bedridden and was nonverbal for at least one week prior to January 6, 2017. The defendant relayed he was the sole caregiver for the victim and no other person was responsible for providing care and supervision to her. During the interview the defendant acknowledged he was responsible for providing food to the victim and she last ate the day prior to January 6, 2017. The defendant stated the victim had not been seen by a doctor in approximately 5 years. The defendant relayed the victim was bedridden and non-mobile for approximately 3 weeks prior to January 6, 2017. The defendant acknowledged he never contacted medical services to include a doctor or 911. The defendant acknowledges he regularly sees the doctor for his own medical conditions.
Deputies made observations at the which there was plenty of food in the residence and the kitchen and refrigerator were well stocked with food. It was also determined that the victim and defendant did not have financial concerns and the home was in order and tidy.
On January 7, 2017, an autopsy was conducted of the victim and the autopsy noted that the weight of the decedent was 68 pounds. Medical Examiner, Dr. Chrostowski determined the cause of death to be pulmonary thromboembolism due to thrombosis of deep veins of the legs with contributing cause of immobilization and dehydration. Dr. Chrostowski relayed the wound to the lip was due to severe dehydration and malnourishment. The ME also indicated that there were no stomach contents which would indicate the victim recently ate, prior to death. This was a contradiction to the information provided by the defendant.
The investigation was ongoing and numerous medical tests were conducted by the Medical Examiners Office as well as other medical diagnosis, reviews by Hillsborough County State Attorney's Office and the Hillsborough Countyh Sheriff's Office resulted in a warrant being issued today, August 14, 2017 for Harold Allen charging him with Homicide-Negligent Manslaughter/Neglect Elderly Disabled Adult.
