, Hillsborough County Agricultural Deputies responded to the 4,000th block of 27th Street SE in Ruskin, in reference to a complaint of Animal Neglect.
Once on scene, deputies observed five fully grown horses confined to a small area on the property. The horses were observed to be in very poor health due to malnutrition. Several open sores were also observed on the horses due to poor care from the owner. The area of confinement had no food, water, or shelter for the horses. This area had trash and debris cluttering the animal's environment potentially posing harm of entanglement by loose barbed wire and other material.
After further investigation, interviews, and a veterinarian examination, Deputies arrested the horses' owner, Raven Devoss, charging her with five (5) counts of Unlawful Confinement or Abandonment of an Animal and five (5) counts of Misdemeanor Animal Cruelty. Devoss was transported to booking without incident.
